1995-1999
President William Clinton was the president from 1995-1999. Clinton was born on August 19, 1946. Clinton left his hometown Hope, Arkansas and attended Oxford University and Yale Law School. Before Clinton became president of the United States he was a lawyer, a law professor, a State Attorney General, and governor of Arkansas.Clinton's running partner in the 1992 election was Al Gore. Clinton won the 1992 election against our current president George H. Bush. Clinton got 43% of the vote while George Bush only got 37.4%. Clinton's election ruined the twelve year era of Republicans being president. This election also gave the power of both branches of Congress to the Democrats. The first thing Clinton did as president was sign the Family and Medical Leave Act of 1993. This required large employers to excuse their employees to a unpaid leave due to pregnancy or serious medical conditions. After this Clinton worked on his next project. As he promised in his campaign he was working to let gay and lesbians serve in the military. Clinton got a lot of criticism for this project. People either said that was too tentative in promoting "gay rights" or he was not being serious enough about military life. The Congress decided to let homosexual men and women to serve in the military as long as they kept their sexuality secret. Another controversial issue during Clinton's presidency was Clinton's support of the North American Free Trade Agreement for ratification by the U.S. Senate. Opposition came from the anti-trade Republicans but the treaty was ratified. Clinton signed the Brady Bill. The Brady Bill imposed a five day waiting period on handgun purchases. He also expanded benefits for families in the working class with dependent children. Clinton's most important project on his agenda was making a health care reform plan which aimed at achieveing universal coverage via a national healthcare plan. His plan was the first major legislative defeat of Clinton's administration. After the two years of Democratic Party control over the Congress under Clinton's leadership, the elections in 1994 changed this. For the first time in forty years the Democratic party lost control of both houses in the Congress. In 1993 Clinton signed the Omnibus Budget Reconciliation Act which passed Congress.This act raised taxes on the wealthiest taxpayers. It also cut taxes on low-income families and cuts available to 90 percent of small businesses. Clinton ran again in the 1996 election and won against Bob Dole. On January 21, 1998 the media arose a controversy that Clinton had a relationship with a young White House intern Monica Lewinsky. The Republican seats in congress voted to impeach Clinton for reasons involving this scandal. The Republican-controlled Senate voted to acquit Clinton the following year. Clinton stayed in office and completed his term. In Clinton's closing year he tried to settle the Arab-Israeli conflict. He brought Israeli Prime Minister Ehud Barak and Palestinian Authority Chairman Yasser Arafat together at Camp David. This plan was unsuccessful. President Clinton left the White House with 65% approval more than any other president since Eisenhower.
